The Urban Unit 2006 – 2021
The Urban Unit was established in 2005 as a Project Management Unit (PMU) of the Planning and Development Department under Government of the Punjab. In 2012, the PMU was transformed into an independent private sector company, registered with the Securities and Exchange Commission of Pakistan (SECP), and is fully owned by Government of the Punjab.
Who We Are
Developing sustainable urban solutions has been part of the Urban Unit’s ethos since the company laid its foundations 15 years ago. We redefine the narrative of development in the country; from dogmatic adherence of rural development models towards harnessing the benefits of agglomeration, industrialization and the creation of ‘system of cities’ for accelerated economic growth.
Leaders in developing capacity building methods as a cornerstone of technical assistance through close partnerships, we also provide IT-based tailored solutions developed in-house, considering the requirements of our clients and partner organizations.
What Do We Do
The mandate of The Urban Unit is to give policy advice and services to public and private sector organization in the areas that include inter alia Housing and Urban Planning, Spatial Planning, Urban Transport, Solid Waste Management, Water & Sanitation, Urban Economic & Municipal Finance, Institutional Development, Capacity Building and Service Delivery Improvement using its highly reliable GIS based analytics. Besides all technical areas, we lend considerable consultation and support in communication, branding, marketing and stakeholder engagement where and when required.

Strategy
The Urban Unit is working to facilitate the government in formulating policies and execute strategies using evidence-based data-driven Decision Support System – assisting them in achieving their development/service delivery targets by adaptation as a proactive approach through Big Data Analysis, Information Visualization, Predictive Modelling and Artificial Intelligence techniques.
It is using the confluence of Big Data, Connectivity and Artificial Intelligence to support government departments in adopting latest paradigms such as Industry 4.0, Integrated Smart Agriculture revolution, and digitizing knowledge-oriented service economy.

Junior Software Developer
- Researching, designing, and developing GIS applications, dashboards, and other software solutions.

Project Officer – Architectural Engineer
- Assist in preparation and review of architectural drawings (2D & 3D).
- Use of Autodesk’s AutoCAD software 3D and 2D software.
- Ability to use Revit, Sketch Up, Lumion and other software for infrastructure, remodeling & beautification works etc.
- Develop working drawings, façade designs, and presentation layouts.
- Support development of BIM models using Revit.
- Prepare concept drawings and visualizations using Lumion/SketchUp.
- Review consultant and contractor drawings for compliance with approved designs.
- Conduct site visits for verification of architectural works.
- Assist in preparation of site observation reports.
- Support in preparation of as-built drawings and verify the executed works with approved drawings.
- Maintain drawing registers and design documentation.
- Assist in preparation of technical reports, presentations, and summaries.
- Support preparation of BOQ-related architectural inputs.
- Ensure proper record keeping of designs revisions and approvals.
- Coordinate with civil, electrical, and MEP staff for integrated design.
- Assist senior officers in meetings with consultants and contractors.
- Ensure architectural designs comply with building codes, safety standards, and project specifications.

Project Officer – Project Management
- Assist in planning, execution, monitoring, and closing of infrastructure and development projects.
- Support preparation of Project Management Plans (PMP), work schedules, and activity timelines.
- Assist in development and tracking of project schedules using Primavera / MS Project or equivalent software.
- Monitor project progress against approved timelines, budgets, and scope.
- Assist in reviewing contractors’ work plans, resource deployment, and progress reports.
- Assist in preparation of cost estimates, BOQs.
- Proactive role at office and participate in site visits to monitor physical and financial progress.
- Assist in preparation of site inspection reports and progress review summaries.
- Support coordination between design, procurement, finance, and field teams.
- Support preparation of PC-I / concept notes / feasibility-related documentation (where required).
- Maintain project documentation including correspondence, approvals, and change records.
- Participate in PC-1 review, bid opening meetings, evaluation committees, and progress review meetings.
- Ensure projects are executed in accordance with approved scope, specifications, and quality standards.
- Support preparation of presentations and reports for senior management.
- Assist senior officers in stakeholder coordination meetings.
- Ensure alignment of project implementation with organizational objectives and timelines.

District Manager
- Oversee and manage all field operations and data collection activities within the assigned district.
- Supervise Tehsil Supervisors and Enumerators to ensure timely and high-quality data collection.
- Monitor field progress, resolve operational issues, and coordinate with stakeholders for smoothimplementation.

Qualification:
- Minimum 16 years of education with a degree from HEC recognized university.
Experience:
- Proficiency in the use of IT equipment (Computer/Tablets).
- The candidates having a minimum 05 years of experience of managing the fieldwork/conducting survey/data collection analysis/team management.
- Candidates possessing 18 years/ M.Phil. degree, received training of PSER by BoS and PSER Door-to-Door Survey experience will be awarded bonus marks.
- Candidates with a history of poor performance, disciplinary action, excessive absenteeism, or contract termination in previous projects shall not be considered.
Survey Supervisor
- Supervise field data collection and survey activities within the assigned tehsil/area.
- Monitor Enumerators, conduct spot checks, and ensure timely and quality data collection.
- Provide operational support, resolve field issues, and submit progress reports to District Managers.

Qualification:
- Minimum 16 years of education with a degree from HEC recognized university.
Experience:
- Proficiency in the use of IT equipment (Computer/Tablets)
- The candidates who have 3 years of experience in any tablet-based/Android survey will be preferred
- The Candidates with prior PSER experience and proven performance may receive bonus marks.
- Preference will be given to candidates having knowledge of the local area and field survey operations.
- Candidates possessing 18 years/ M.Phil. degree and PSER Door-to-Door Survey experience will be awarded 5 bonus marks.
- Candidates with a history of poor performance, disciplinary action, excessive absenteeism, or contract termination in previous projects shall not be considered
Enumerator
- Conduct household surveys and collect data within assigned areas as per project timelines and KPIs.
- Carry out face-to-face interviews using structured questionnaires and digital data collection tools.
- Ensure confidentiality, accuracy, and regular synchronization of collected data.
- Re-survey, edit, and verify household survey data collected through the PSER survey in accordance with prescribed guidelines and SOPs
- Identify and rectify incomplete, inconsistent, duplicate, or erroneous records to ensure data accuracy and quality.
- Maintain confidentiality and security of survey data at all times.
- Report data discrepancies, technical issues, and editing progress to the Supervisor on a regularbasis.
- Perform any other data verification and quality assurance tasks assigned by the management.

Experience:
- Proficiency in use of IT equipment (Computer/Tablets).
- Preference will be given to candidates with relevant experience in PSER Door-to-Door Surveys or any other large scale HH survey Project.
- Candidates possessing a Master degree and PSER Door-to-Door Survey experience (FCT based) will be awarded bonus marks.
