The National Database & Registration Authority (NADRA) (Urdu: مختاریہ برائے قومی اندراجات و معطیات) is an independent and autonomous agency under the control of the Interior Secretary of Pakistan that regulates Government Databases and statistically manages the sensitive registration database of all the National Citizens of Pakistan. Currently, Lieutenant General Muhammad Munir Afsar is serving as Chairman of National Database and Registration Authority (NADRA) Pakistan.

NADRA is also responsible to issuing the Computerized National Identity Cards to the citizens of Pakistan, maintaining their sensitive informational upgraded in the government databases, and securing national identities of the citizens of Pakistan from being stolen and theft. It is one of the largest government database institution, employing more than 11,000 people in more than 800 domestic offices and five international offices.

Codified by the Second Amendment, §30 of the Constitution of Pakistan in 2000, the Constitution grants powers to NADRA to enact civil registration and sensitive databases of Pakistan’s citizens; all databases are kept to ensure the safety of citizens’ databases. The organization is currently headed by Asad Rehman Gilani who is the current Chairman.

Job Description

• Define and execute the organization’s technology roadmap, aligning it with business objectives. • Focus on fostering innovation within the organization. • Manage and develop high-performing teams, sets performance goals. • Ensure the reliability and efficiency of the organization’s technology infrastructure. • Effective communication with other C-suite executives, departments, and external partners. Mandatory Requirements • Minimum of 15 years of progressive experience in technology leadership roles, demonstrating a dedicated focus on enhancing organizational technology infrastructure. • Proficient in driving research and development initiatives, fostering innovation, overseeing software application development, and ensuring robust cybersecurity measures. • Proven track record of shaping technological strategy and driving innovation initiatives that deliver tangible business value while prioritizing cybersecurity. • Deep understanding of emerging technologies and their potential applications in driving business transformation and enhancing cybersecurity resilience. • Strong knowledge of secure software development methodologies, programming languages, and software engineering principles. • Exceptional leadership, communication, and stakeholder management skills, with the ability to inspire and motivate cross-functional teams to prioritize cybersecurity in all technology initiatives.

Minimum Qualification Required

  • 16 Years education (Computer Sciences / Information Technology / Cyber Security from HEC recognized university)
  • PhD (will be preferred)

Experience Required

  • Minimum 15 Years Experience in related field.

• Pursue / Contest Constitutional Petitions, Appeals, Civil Revisions, Public Interest Litigation, Contempt Petitions (including Service Matters) before Supreme Court Registry at High Court. • Preparation of Para wise Comments / Replies against Petitions pending in High Court and Civil Courts. Evaluation / Approval of written statements prepared by staff on LCMS regarding Civil Suits pending at Lahore before submission thereof. • Dealing with Disciplinary Matters i.e., Evaluation of Regular / Fact Finding Inquires, Preparation of Charge Sheets along with Statement of Allegations and Drafting of Orders to finalize proceedings initiated under Govt. Servants (Efficiency & Discipline) Rules, 2020. • Provision of Legal Advice to other Branches / Offices of Regional Head Office. • Disposal of Court’s Orders regarding Blocking / Un-blocking of CNICs as well as provision of records from Operations Branch. • Dealing with matters about Registration of FIRs. Mandatory Requirements • Advocate of High Court. • Minimum 5 years post qualification experience in a large corporation or a multinational. • Good negotiation and risk identification skill. • Strong skills of legal research and interpretation of statutes. • Good understanding of civil procedure laws. • Background in the digital technology sector will be preferred.
