Scope of Work & Responsibilities

• I. Education Data Analysis:
  • Review and analyse education sector data from EMIS, household surveys, learning assessments, and administrative datasets.
  • Prepare statistical analyses covering trends in enrolment, retention, completion, learning outcomes, teacher deployment, and equity.
  • Conduct disaggregated analyses by gender, disability, geography, and socio-economic status.
  • Develop data visualizations, analytical tables, and dashboards to support evidence-based decisions.
• II. Education Financing Analysis:
  • Analyse education budgets, expenditure trends, budget execution, and financing patterns.
  • Assess the efficiency and effectiveness of education spending and review relevant public financial management processes.
  • Assess fiscal space, identify opportunities for resource allocation, and prepare financing projections.
• III. Costing of the Education Sector Plan:
  • Develop costing assumptions and methodologies aligned with UNESCO/GPE guidance.
  • Cost strategic priorities, interventions, and financing scenarios under different resource assumptions.
  • Conduct financing gap analysis and ensure alignment with provincial budget frameworks and medium-term fiscal planning.
• IV. Technical Support & Capacity Strengthening:
  • Provide quantitative evidence for sector diagnostics and collaborate with the Senior ESA/ESP Consultant.
  • Participate in Technical Working Group meetings, stakeholder consultations, and validation workshops.
  • Mentor government counterparts on financing analysis, costing methodologies, and data interpretation, developing user-friendly tools for future planning.

Minimum Qualifications & Requirements

• Education: Master’s degree in Economics, Public Finance, Statistics, or a related discipline.
• Experience & Expertise: Minimum 12 years of experience in education financing or public finance with strong expertise in:
  • EMIS & statistical analysis
  • Advanced proficiency in Excel, Stata, SPSS, or R
  • Education costing and fiscal analysis
  • Prior experience working with provincial governments and development partners
• Language Requirements: Excellent written and spoken English and local languages, with strong analytical, writing, and communication skills.
